The rector of the university is elected for a maximum of two four-year terms.
The rector manages the university's activities and represents it externally, being the superior of the university's employees, students, and doctoral students.
The rector makes decisions on all matters concerning the university, except those reserved by law or statute to the competence of other university bodies, in particular:
1. Manages the university to ensure proper functioning and attends to the socio-economic needs of students,
2. Presides over the university senate,
3. Prepares the statute and its amendments as well as the university's strategy project,
4. Reports on the implementation of the university's strategy,
5. Carries out activities related to labor law, oversees the university's personnel policy,
6. Defines criteria for periodic evaluation of different employee groups and positions, as well as the procedure and entity conducting the evaluation, sets out guidelines for students' evaluation of academic teachers in terms of fulfilling teaching duties,
7. Reviews appeals against the results of employee evaluations,
8. Appoints and dismisses individuals for managerial positions at the university,
9. Nominates candidates for the University Council,
10. Establishes studies in specific fields, levels, and profiles,
11. Establishes doctoral schools,
12. Creates postgraduate studies and other forms of education,
13. Manages the university's financial operations, makes decisions regarding assets,
14. Introduces the university's operational and financial plan,
15. Makes decisions on the allocation of subsidies, particularly for financing:
a) research based on leading disciplines and others,
b) education, divided among units carrying out educational tasks,
c) university's operation, dividing into current tasks and investment costs,
d) other activities related to the university's operation,
16. Ensures compliance with the law and enforces the regulations in force at the university,
17. Maintains order and safety on the university premises,
18. Establishes the university's organizational rules, defining:
a) the university's organizational structure and task distribution within it,
b) the organization and functioning principles of the university's administration,
19. Establishes, transforms, changes the names, and abolishes the university's organizational units, supervising their activities,
20. Supervises the university's educational and research activities, including implementation and improvement of the Unified Quality Assurance System in Education,
21. Makes decisions regarding the university's cooperation with scientific and economic institutions domestically and abroad,
22. Establishes or joins with the senate's consent a joint-stock company as described in articles 149-150 of the law. 3. The rector may authorize university employees or other individuals by name in writing to perform specific legal acts, conduct certain types of affairs, and make declarations of intent within specified scope.
